Te Aka Whai Ora is inviting hauora Māori partners to submit  proposals for one or both of the following: 

• Te Ao Māori Population Health Approaches
• Mātauranga Māori Solutions 

Te Aka Whai Ora is leading change in the way the health system understands and responds to the health and wellbeing needs of whānau Māori and the wider community. This is an investment in new service models, strategies and innovations grounded in te ao Māori. 

Te Ao Māori Population Health Approaches

Te Aka Whai Ora is inviting hauora Māori partners to submit a proposal to deliver Te Ao Māori Population Health Approaches in communities.
Proposals should be based on the guidance in the RFP document but should reflect the respondent’s own knowledge, experience and aspirations in this area.

What we are looking for

We are looking for proposals for Te Ao Māori Population Health approaches that can be developed and that will eventually lead and be embedded in the locality approach being implemented as part of the recently implemented health reforms.

Localities use a population health approach by encouraging community based organisations, groups, government entities, Iwi / hapū and providers to collectively improve community hauora outcomes. The Government has determined that all of New Zealand will be defined in localities by 2024. A key objective of the locality approach is to foster community-led solutions that make a difference to the wider social, behavioural, economic and environmental determinants of health.

Who should apply
Te Aka Whai Ora is looking for proposals from hauora Māori partners. This may include individuals or collectives, health providers, iwi and hapū roopu, as well as Māori businesses and suppliers who are registered with Te Aka Whai Ora; and other Māori hauora innovators. 

NOTE: Applicants must meet the definition of a hauora Māori partner. This is defined as having 75% or more Māori in governance and 75% or more Māori ownership of the entity. You must be a legal entity for the contract to be valid and may be a health provider, business, hapū, iwi or marae entity and Māori NGO. Te Aka Whai Ora may  consider alternative entities where the proposal has evidence that shows a beneficial and proven positive impact of hauora Māori outcomes.

Mātauranga Māori Solutions

Te Aka Whai Ora is inviting Hauora Māori partners to submit a proposal to design, deliver, implement and evaluate their own Mātauranga Māori solutions which contribute to hauora Māori outcomes from a te ao Māori perspective

What are we looking for
Proposals for services that support the revitalisation, expansion and practice of mātauranga Māori within a hauora Māori context, including knowledge generation and transmission.
We are looking for proposals for solutions that support the practices of mātauranga Māori within a health context and within the context and area defined by Māori locally.
It is dynamic, innovative, and generative system of knowledge and shared intellectual capital constituted by whānau, hapū, and iwi over multiple generations.  It is community knowledge embedded in lived experience.
Te Aka Whai Ora acknowledges that Māori-specific knowledge is adaptive and regionally distinct and therefore mātauranga Māori will differ across iwi (mātauranga ā-iwi or tribal knowledge).   
Mātauranga Māori solutions could encompass services, programmes, resources, digital tools, innovations, methods, knowledge creation / dissemination and cultural practices that support Pae Ora.

Who should apply
Te Aka Whai Ora will accept individual or collective responses from hauora Māori partners. This may include providers, hapū / Iwi groups, Māori businesses and suppliers registered with Te Aka Whai Ora, and other Māori innovators.
Te Aka Whai Ora must be able to contract with a legal entity. Hauora Māori partners are defined as having 75% or more Māori in governance and ownership of the entity however Te Aka Whai Ora MAY consider waiving the ownership requirement where the solution has evidence that it is particularly beneficial to and impactful for Hauora Māori Outcomes.
